Macau, 25 Febr. 1822.
Since my recent arrival from the northward, I have had several applications for "Protections" here or "Passers" from British merchants residing at Canton and at Stongking(?) for Vessels belonging to them, but which cannot be admitted to the privileges of "British Ships duly registered & navigated". I have therefore prepared a form of a "Sailing letter" which I propose to issue to all such Vessels, on the necessary proof being furnished, by the production of the Bill of Sale, that they are bona fide British Property,
and I take the honor to forward herewith a Copy of the "Sailing Letter" and shall feel much obliged by your lordship favouring me with any suggestions that may occur to you upon it, as well as by your obtaining...
